Held, not ignored — and the reason is upstream rather than here.

@vitejs/plugin-react@6.1.1 reaches @rolldown/plugin-babel, which wants @babel/plugin-transform-runtime, which peers on @babel/core@^8.0.0. This tree already resolves @babel/core to 8.0.5 through another path, so npm cannot satisfy both and the install fails outright:
