What & why

Adds .github/CODEOWNERS with * @Coldbari, so every pull request that touches
the repo automatically requests a review from the maintainer.

PR #24 (an outside fork contribution, 102 files) sat open for two weeks with no
reviewer assigned and no notification raised. The repo also had
subscribers_count: 0 — nobody was watching it, including the owner. CODEOWNERS
is the second net: a review request fires regardless of watch settings.

Code-owner review is intentionally not set to required in branch protection.
As the sole code owner I cannot approve my own PR, so requiring it would put
every release behind an admin bypass.

How it was verified

  • Config-only change — no source, no tests affected
  • CI runs on this PR and must pass before merge

Licensing

  • No new source files, so no SPDX headers needed
  • No code copied from GPL/AGPL-licensed sources

path means GitHub requests a review from the maintainer the moment an
outside contribution arrives, which is the notification that was missing.

Code-owner review is deliberately not made *required* in branch
