Summary

• Load configured workshop access-code mappings during app startup, ahead of participant traffic.
• Keep the request-time loader so config file or environment changes are still detected and applied.
• Avoid making the first landing-page requests perform the initialization writes against the shared workshop SQLite database.

Validation

• Python syntax compilation and git diff --check passed.
• Production preflight timings on 7e21b5e remained the main tail (p95 1,371ms, 19 requests over 2s), so this moves that one-time setup away from the request path.
• CI will run the full test suite and contention rehearsal.
