docs(global-settings): link the guide for taking over the personal hooks - #812

The note on the optional personal hooks now points to the adoption guide in that repo's hooks/README.md (which parts work without that plans tree, cloning the mirror, running the tests, the user-hooks.json entries, adapting the role lines) instead of only saying to adapt them. The note Optional: personal hooks you can borrow (#807) told readers to adapt the scripts before registering a copy, but there was no guide for doing that. The guide now exists in the plans mirror —
