Decision 196 (Ruben): OpenRegister owns the schema slug decision-table, and buildiq's rule engine moves onto OpenRegister's stored decision tables.

This moves the owner of decision-table in hydra-gates/contracts/fleet-schema-slugs.json from buildiq to openregister. One entry, edited by hand: a full regeneration with build_fleet_schema_slugs.py needs canonical checkouts of all 17 apps and would pull in unrelated drift.

Lands together with ConductionNL/openregister#4572 (OpenRegister ships the decision-tables register) and ConductionNL/buildiq#1100 (buildiq drops its own decision-table schema and moves its tables over). Land this one first: gate 106 reads the contract from main.

  • Before this change, #4572 fails gate 106: app 'openregister' declares schema slug 'decision-table', which belongs to 'buildiq'.
  • With this contract, check_cross_app_schema_slug.py on #4572's tree reports checked 13 descriptor(s): 0 finding(s).
  • Until the buildiq PR lands, a buildiq PR that still declares the slug would fail gate 106. That is why the three land together.
