ci: install filinq from development so the stable35 cell can enable it

What

The quality workflow installed filinq from main. filinq main declares max-version="34", so the Nextcloud stable35 cell failed on every PR and on development with "Filinq cannot be installed because it is not compatible with this version of the server". PHPUnit (stable35) and Newman stopped before measuring anything.

filinq development declares 32 to 35. This points the ref there and replaces the stale comment that said filinq has no development branch.

• The YAML parses.
• filinq development appinfo/info.xml: <nextcloud min-version="32" max-version="35"/>.
• CI on this PR is the proof that the stable35 cell enables filinq again.
