fix(ci): clear gate 64 and the risky ConnectionReporterTest on development

Two inherited reds on development.

• Gate 64 (apphost-autoload-prelude): the NC 35 prelude in OpenRegisterAutoloader passed the app id through a variable, so the gate could not see it was OpenRegister's. The id is now named at the isEnabledForAnyone and getAppPath calls. Behaviour is unchanged.
• ConnectionReporterTest: testTheLookupAnswersNullForAnAbsentClass was risky because OpenRegisterAutoloader was not listed under @uses.

Verified: the gate-64 checker reports OK on this branch. PHPUnit run in the PR #1099 checkout (same code) exits 0.
