feat(simple): one header on the dashboard as DcDashboard draws it (nextcloud-vue ^2.65.0)

Summary

Round 3 of the Zuiddrecht pixel match for decidiq: the simple dashboard follows DcDashboard more closely, on nextcloud-vue ^2.65.0. Every visual change is declared in the simple profile or scoped to what only it places. Merged with development (#1625 Reports under Advanced, #1624); on nextcloud-vue ^2.67.0.

Dashboard (DcDashboard)

• One header: config.showHeader: false, the greeting row shows the date and "My decision-making" on the page ground, one row high.
• The hidden header's Start decision-making process moves to a borderless card at the right of the greeting row; New proposal stays the navigation's primary action, now drawn solid (solid: true).
• Widget menus off (showWidgetActions: false); Proposals per step links to all proposals (headerLink); the stacked bar gets the card's inner padding.
• A card that sizes to its content is measured at its own height (the library's wrapper fills the cell, so the greeting kept two rows).

Navigation

No Home caption above Dashboard and My actions; My actions counts my open action items; the board's line icons for Dashboard, My actions and Meetings; the footer is Settings and Help (nav.footer; nav.settingsLabel left unset so the library's new default label applies), the rest moves into the settings foldout.

The full profile

development is on ^2.62.0, so its full profile already had the index header controls 2.62.0 turned on; :8080 still ran a 2.60.0 build and showed them without. menu-layout.json now holds them back (pageDefaults), so the full profile renders as :8080 showed it. The full dashboard is unchanged.

What still differs, and why

• The four counters are decidiq's own CnStatsBlock widgets (counted in the browser), so layout: "stacked" does not reach them: icon circle, underline and the "All" chip stay. Either a stacked look on CnStatsBlock (library) or declarative stat widgets; the latter needs in filters the spec forbids today (nested operators were a 500).
• Proposals per step: the board draws four stage cards, the app a stacked bar. No such widget in the library.
• Kicker "Besluitvorming · date": the header widget prints only the date. Library.
• The caption "Your organisation" (board: Organisatie): the label "Organisation" is renamed per organisation mode, so the caption keeps its own wording.
• Wacht op u with Paraaf pills and action buttons, the meeting date badges: decidiq's custom widgets; data on :8080 is test data.
• A hidden attention card keeps its two rows (CnDashboardGrid float: true). Library.

The development merge was clean and keeps #1625 (Reports in section: "settings", no settingsLabel).
