feat(meetings): a meeting can point back at an object in another app

A meeting can now point back at an object in another app, the way a Decision already can. This is the decidiq half of refactor C12 (ADR-118, decision 191): a dossiq case session (a hearing with parties and minutes) opens as a decidiq meeting and keeps a reference to its session record.

What changes

• Fragment 123-meeting-subject.json adds subjectRegister, subjectSchema and subjectId to Meeting (version 1.12.0), all nullable.
• Titles and descriptions are the same strings as Decision's subject fields, so the schema l10n ratchet gains nothing new (1586 uncovered, baseline 1590).

No code reads the fields yet. dossiq writes them when it opens a meeting for a session; that follows once this lands.

Verified

• JSON parses; npm run check:schema-l10n: exit 0.
• Register tests (RegisterJsonTest, RegisterAuthorizationTest, LifecycleTransitionShapeTest, MaterialisedCalculationTest, ParallelSessionListenerTest): 148 tests exit 0 (refactor/r7/.lane/decidiq-unit.log).
