feat(screens): stackiq screens

Adds 27 stackiq boards (Sk*) in the Zuiddrecht canon and registers them in apps/stackiq.json, each with a cap_ note. The capability links are in ConductionNL/stackiq#1276.

• land-migrate-legacy has state none and no decision. It is drawn as an import source on SkApplicaties.
• The Geavanceerd foldout in the shared AppZijbalk is hard-coded with pipelinq items, so it stays closed. SkFunctiesRoadmap uses active="Geavanceerd".
• ins-concept-orgs-widget is a Nextcloud dashboard widget. It is drawn as a card on SkDashboard.
• preview/ and scripts/screens/heights.json are not committed. The coordinator rebuilds them after the merge.
