fix(example-sets): every Zuiddrecht lookup finds one row - #4129

The Gemachtigde role of kenteken-henk was looked up by name alone, which matches the generic role type and the vth package's two per-case-type ones, so the installer refused the set wherever vth was installed. It now also asks genericRole "gemachtigde", which only the generic role type holds. The Woo decision type lookup names "WOO-besluit" as well as its case type. A new test resolves every dossiq lookup of the set, chained lookups included, against the rows the register, register.d, the packages and the repair seeds ship, and fails when one matches more than one row.
