chore(gates): procedure-code baseline for gate 119 (decision 188)

Adds .procedure-code-baseline.json with {"count": 0}, measured with hydra-gates/scripts/lib/check_procedure_code.py (--ref origin/development) from ConductionNL/.github#838. Gate 119 fails from day one once the baseline exists (decision 188): any increase fails, and any decrease must lower this number in the same PR.

Verified: the checker run on this branch reports its count against this baseline (see below). No code changed.
