Merging the two federated-sharing security fixes (verified key + strict PEM, and CA constraints on the chain) left two `pemOf` helpers in `tests/vitest/federatedCertificate.spec.js`. The file no longer parses, which turns Lint Check, Vue Quality (eslint), Frontend Tests (unit) and the Quality Report red on `development` and on every PR merged with it.
This removes the second, equivalent copy; the first one (using `toBase64` from the shared fixture) stays. All 35 tests in the file pass again.
