chore(parity): every spec under a feature, every capability on a screen

Every main spec now sits under a feature or in internalSpecs, and every matrix row is placed on a design-system screen or says why it has none. Only openspec/parity/capabilities.json changes.

Screens

The screens are in design-system PR "feat(screens): launchpad screens" (28 new boards, prefix Lp; the existing LpStart is reused).

• Settings and admin: LpPersoonlijk, LpInstellen, LpBeheerAlgemeen, LpBeheerSjablonen, LpBeheerRollen, LpBeheerDelen, LpBeheerOnderhoud, LpBeheerAnalyse, LpBeheerNavigatie

Counts

• Boards new: 28
• Rows linked to an existing board (LpStart): 4
• Rows linked to new boards: 129
• Rows with a reason instead of a board: 13 (API, CLI, MCP, sign-in, hosting, theme, language, dark mode, proxy, bruteforce throttle, activity stream)
• Specs added to a feature: 55
• Specs internal: 6
• specScreens entries: 62 (52 with boards, 10 with a reason)
• Generator done-check against this branch: launchpad missing 0 (204 on a screen, 24 with a reason)

Odd cases

• groupfolder-storage-backend is a withdrawn spec. It sits under its own feature, with the reason "Ingetrokken".
• dashboard-icons was linked only through rows and still came up missing, so it got an explicit specScreens entry.
• About 118 removed lines in the diff are trailing commas and "specs": [] lists opening up. Nothing is dropped.
