Add API Rate-Limit Tests

Description:
Create automated tests verifying API rate limits under normal, burst, and repeated request conditions.

Acceptance Criteria:

Rate limits are enforced.
Requests exceeding limits receive predictable responses.
Legitimate traffic is not incorrectly blocked.
