Add Configuration Schema Validation

Description:
Introduce centralized validation for NotifyChain configuration values during application startup to prevent invalid environments from running with unsafe or incomplete settings.

Scope:

Validate required configuration values.
Validate URLs, numeric limits, timeouts, and identifiers.
Provide clear startup errors.
Add automated validation tests.

Acceptance Criteria:

Invalid configuration prevents startup.
Error messages identify the problematic setting.
Valid configurations continue to initialize normally.
