Description:
Improve the service health endpoint to report the availability of critical dependencies such as the database, Stellar RPC endpoint, and notification infrastructure.

Scope:

Add dependency-specific health checks.
Distinguish service health from dependency health.
Return appropriate health status.
Add automated tests for healthy and unavailable dependencies.

Acceptance Criteria:

Health status accurately reflects dependency availability.
Individual dependency failures are identifiable.
Health checks do not expose sensitive configuration data.
