Support panel slots and tabs

Currently a plugins panels and controls can only render into predefined slots. We have a need for a single panel to contain content from different plugins. We also have plugins that need to register keyboard shortcuts in the the keyboard help panel. Related keyboard shortcuts are grouped into tabs. This ticket looks at stream lining this process to
