The 0.3.8 close-out bumped pyproject to 0.3.8 but left the lock's self-reference at 0.3.7; this realigns it (same shape as a7718ff for 0.3.7) and refreshes the exclude-newer timestamp.
Verification:
uv run python scripts/plan.py check-> OK: 100 issues, STATUS.md consistent;uv lock --check-> resolved cleanly (lock matches pyproject 0.3.8).
