Introduce a scheduled weekly checks GitHub Actions workflow that runs dependency pre-release testing and the existing release build workflow each Monday, with a manual simulate_failure option for notification testing. When scheduled checks fail, it opens or updates a tracking issue with the job results.

Mostly follows the similar napari-DLC workflow.

Introduce a scheduled `weekly checks` GitHub Actions workflow that runs dependency pre-release testing and the existing release build workflow each Monday, with a manual `simulate_failure` option for notification testing. When scheduled checks fail, it opens or updates a tracking issue with the job results and run link so upstream dependency or packaging breakages are surfaced and followed up consistently.
