Add press-1 call acceptance and shared pilot messaging mode

Summary

• add press-1 human acceptance for forwarded calls so voicemail no longer counts as answered
• update the Twilio status callback flow to treat completed-without-human-confirmation as missed and allow missed-call SMS recovery to start
• add shared pilot messaging mode for current-number forwarding businesses using the approved CallbackCloser Messaging Service
• keep per-business Twilio provisioning, porting, and new-number paths intact
• add coverage for voicemail/no-press recovery, press-1 accepted calls, and shared pilot readiness
