🔍 상세

• Notion Firebase 정책에 일반 저장소 조사, GitHub과 CI 조회, Issue와 PR 및 문서 작성, 일반 검증을 Primary Agent 책임으로 명시
• github_ci_analyst와 documentation_writer의 위임 대상 및 Agent 계약 제거
• 운영과 데이터 위험의 독립 검토가 필요할 때만 firebase_operations_reviewer를 사용하는 조건 유지
• 사용자가 현재 요청에서 리뷰를 명시할 때만 code_reviewer를 사용하는 조건 유지
• 독립 검증 결과가 필요할 때만 verification_runner를 사용하는 조건 유지
• Agent를 사용할 수 없어도 Primary Agent가 작업을 이어가는 기준 유지
• AGENTS.md bootstrap, Functions와 NestJS 제품 코드, Firebase 설정 및 배포 흐름 변경 없음
