Admin endpoints for review moderation.

Tasks:

• GET /api/v1/admin/reviews/reported — list reported reviews
• PATCH /api/v1/admin/reviews/:id — approve/remove review
• Review reports tracked with reasons
• Reporter notified of moderation outcome

Acceptance Criteria:

• Reported reviews listed for admin review
• Removed reviews hidden from public
• Reporter notified of outcome
