Description:

POST /api/v1/reviews/:id/report — flag inappropriate reviews.

Tasks:

• Accept reason and optional note from reporter
• Create ReviewReport record
• Rate limit reports per user (5 per day)
• Return confirmation to reporter

Acceptance Criteria:

• Reports recorded with reporter, reason, timestamp
• Rate limiting prevents spam
• Reporter receives confirmation
