Notification creation service

Description:

Internal service for creating notifications.

Tasks:

• Generic createNotification(userId, type, data) function
• Notification types: ORDER_UPDATE, COMMISSION_UPDATE, MESSAGE, REVIEW, SYSTEM
• Batch creation for multiple recipients
• Optional email trigger via Nodemailer

Acceptance Criteria:

• Notifications created with correct type and data
• Batch creation efficient
• Email sent asynchronously via queue
