No documented gas/fee estimation guidance for backend integrators calling the contracts

The backend's payments/soroban module has to estimate and set resource fees when invoking payment_escrow/revenue_distribution; there's no doc from the contracts side giving expected resource footprints per function to guide that estimation. Add one.
