Summary

• Pause Dependabot version-update proposals for both npm and GitHub Actions by setting their existing open-pull-requests-limit values to 0.
• Retain the existing configuration for a future explicitly approved restart; this PR does not change schedules, dependencies, or application behavior.
• Keep normal quality checks, Preview Playwright, dependency review, and Production Lighthouse unchanged.

Pause state

• The legacy automatic merge workflow is already disabled.
• Automatic security-fix creation is already disabled separately, because the version-update limit does not govern security updates.
• Existing Dependabot PRs chore(actions): bump the safe-version-updates group with 2 updates #232, chore(deps): bump the safe-version-updates group with 20 updates #233, and chore(deps): bump the major-version-updates group with 8 updates #234 were closed without merging. No branch-deletion command was issued; GitHub's timeline confirms Dependabot subsequently deleted its own branches automatically.
• The two configuration limits take effect on the default branch after this PR is reviewed and merged. No automatic restart is configured by this change.

Verification

• Node 24.18.0 and pnpm 11.9.0.
• Prettier YAML parsing/format check passed.
• Disposable exact-delta assertion confirmed only the two values changed from 2 to 0.
• Both existing dependency-policy test files passed: 22 tests.
• pnpm lint and pnpm format passed, excluding only existing ignored files and the unrelated untracked local package cache.
• Final Git diff is exactly one file, two insertions, and two deletions; no unrelated formatter changes are included.
• No production build, workflow dispatch, dependency upgrade, or updater activation was performed locally. Ordinary hosted PR checks remain separate evidence.

Hosted verification

• All applicable checks passed on commit 08daa94aafdfe55b7ba610c5f2a4966a09a1ff18.
• Quality: TypeScript lint coverage 126/126 tracked files, lint/typecheck success, and all 42 Vitest files passed.
• Preview: Vercel deployment succeeded and all 90 Playwright tests passed.
• XState analysis/reporting, dependency review, and both Codecov checks passed.
• Native Jest coverage is intentionally inapplicable to this web-only repository and was skipped.
• The PR is open, non-draft, and conflict-free. No production merge or release has been performed.

This is intentionally separate from the shared clean-checkout typecheck guidance PR.
