fix(subsidy): extra 는 지역별 추가 탁송료 — 공개 화면 지방보조금에서 빼고 이름을 바꾼다 - #478

subsidy_local.extra 는 지방보조금이 아니라 **지역별 추가 탁송료**다. 최종 차량 인수 때 지역별로 더 드는 탁송료이고, 차량 탁송료(tax_config.delivery_fee 188,000)와 별개다. ## 고친 것 · 비로그인 공개 컨피규레이터가 지방보조금 = amount + extra 로 보여 줬다 (강원 강릉시 5,180,000 / 영업 견적 4,600,000). 영업 견적·견적서처럼 amount 만 쓴다. · 이름: Prisma 필드 `regional_delivery_fee`, 관리자 옵션DB 칸 「지역별 추가 탁송료」(옛 「추가」).⚠️ DB 열 이름 `extra` 는 운영 규칙상 그대로 두고 `@map("extra")` 로만 잇는다 — migration 없음 (옛/새 스키마 diff = 빈 migration 확인). · 옵션DB 되돌리기가 옛 감사이력(field='extra')을 새 이름으로 읽는다. · seed: CSV 칸이 비면 운영에서 넣은 값을 null 로 덮지 않는다. 옛 머리글 extra 도 받는다. 값(160개 지역)은 지우지 않고 보관한다. 견적 계산에는 지금도 반영하지 않는다.
