Opt the portal adapter into forge/PortalEvent/1: install an
EventRecorder as the server event_sink (op-boundary and transport
events record for free), and expose GET /events, GET /metrics and
GET /tasks/{task_id}/events as read-only projections of the bounded
buffer. Nothing is fabricated — an idle server reports an empty
window. Includes the vendored _portal_telemetry.py and the manifest
pins recording its generation/sha. cli_portal.py needs no change:
PortalServer picks adapter.event_sink up automatically.
