Summary
Update the Arrow fork pin to Embucket/arrow-rs#4, which makes the malformed-record excess-field limit stable across input chunk boundaries.
No DataFusion behavior or API changes are included beyond the dependency revision.
Tests
cargo +1.95.0 test -p datafusion-datasource-csv --all-features
Result: 4 unit tests and 1 doctest passed.
