STM32BASE — Custom STM32F103C8T6 USB Development and Multi-Interface Controller Board
This pull request adds the STM32BASE custom development board based on the STM32F103C8T6 microcontroller. The design integrates USB connectivity, UART, SPI, I²C, PWM, ADC, GPIO, regulated power, programming/debug interfaces, and expansion headers into a compact, reusable controller platform.
