Pull request overview
Adds a repository-wide CODEOWNERS file so all paths default to the specified owners, aligning ownership with the referenced FOC Engineering Workstreams proposal.
Changes:
- Introduces
.github/CODEOWNERS. - Sets a global (
*) ownership rule for the entire repository. - Documents the rationale/source via header comments (proposal link).
