FIZZL_TRADE_SETUPS: ranked trade setups across 148 coins (v0.7.0)

Adds an action for Ichimoku Signal's new GET /setups ($0.50), its top product: which coins have a trade setup right now.

• FIZZL_TRADE_SETUPS replies with the ranked list: per setup the direction, entry, stop, two targets, R/R and the six-indicator signal, plus a note when support/resistance sits right after the entry.
  • Triggered by "what should I trade?", "best setups", "trade ideas", "which coin should I long?" and similar.
  • Parsed from the question (or the LLM's parameters): direction ("long only"), min_rr ("R/R 2", "risk reward of 2"), top ("top 5") and the interval (default 4h).
• Default FIZZL_MAX_PAYMENT_USD goes from 0.25 to 0.50. That's Fizzl's highest price; without the change the new action could never pay. Setting 0.25 still allows every other tool. README and agentConfig are updated.
• New prices shown: confluence $0.15 and market scan $0.10, in the action descriptions, the services provider and the README.
• README: a trade-setups example up front, the new row in the tool table, "10 paid tools". Version 0.7.0.

Tests: 34 passing, 3 new:

• a purchase under the default cap, paid on Solana at /setups?interval=4h;
• filters parsed from the question (/setups?interval=1d&direction=long&min_rr=2&top=2);
• refusal before signing when the cap is set below $0.50.

After merging, the npm release is the usual tag v0.7.0 (or "Publish to npm" from Actions).
