Validate DVS contour sample counts

Summary:

• Reject invalid DVS point-process contour_samples values instead of silently truncating with int.
• Normalize integer-like scalar contour_samples values to Python int.
• Add focused regression coverage for fractional and text contour-sample counts.

Tests:

• Not run in this chat environment.
• Added regression tests in tests/experimental/test_dvs_event_likelihood_counts.py.

The change is isolated to src/pyrecest/experimental/dvs/event_likelihood.py and one new test file.
