Currently the UI for the HITL in Flow Building tools shows
No flow-building tools available yet.
Which is misleading as tools are still available, but HITL permissions cannot be changed and it should reflect that.
Flow Building tools permissions cannot be changed. Default will apply: read-only tools are always allowed, write and delete tools will ask for permissions.
