feat(catalog): consolidate add-on editor and add charge presets (#1155, #1157) - #1186

Make Products > Add-on Groups (/products?tab=addons) the single add-on editor, keep /addon-groups as a client redirect, preserve saved add-on tax metadata and untouched stock on save, and guard duplicate saves. Add Service, Packaging, and Custom kinds to the charge dialog with stable reserved or generated IDs instead of a raw ID field. Fixes #1155 Fixes #1157
