docs: changelog for the round-6 bug-hunt fixes

Summary

Adds ## [Unreleased] changelog entries for the round-6 bug-hunt fixes, appended after the round-5 entries from #392 in Added, Changed and Fixed.

Covered PRs: #373, #380, #381, #382, #383, #384, #386, #387, #388, #389, #390, #391, #393, #394, #396, #397, #398, #399, #400, #401.

Merge this after #400 and #401, which its last entries describe.

• Added: new options (cdc_profile(event_time_unit=), FreshDataDbtTransform audit_name and run(raise_on_fail=), load_cleaning_memory(dataset_id=), ModelConfig.file_sha256).
• Changed: new exceptions, different outputs, the TruthBench logistics oracle change, and the privacy policy classification, rule priority and key order changes.
• Fixed: bug fixes, including the privacy extras installing on Python 3.9, token vault sharing, and quarantine on nullable columns.

Entries reference the issues each PR closes or refs, matching the existing style. Left out:

• CI and test-tooling PRs (fix(truthbench): retry a generated-code run once after a native crash #385, ci: group non-PR workflow runs per commit so queued runs are not replaced #395)
• QualityReport.to_markdown breaks the Actions table when a column name contains '|' #338 and Masking rules naming a non-existent column mask nothing and exit 0, leaving raw PII #251, which the external PRs fix(enterprise): escape pipes and newlines in Markdown Actions table (#338) #355 and fix(masking): validate unmatched columns and support snake_case matching #269 add themselves

Verification

• The diff is CHANGELOG.md only, insertions only; existing entries are unchanged.
• No added line exceeds 80 characters.
• Every Closes #N / Refs #N issue from the covered PR bodies appears in the new text.
