Summary

replace the Jobs page project select with the shared Runs-style project filter
preserve single-project Jobs API filtering and reset pagination when changing filters
add browser coverage for selecting and clearing the filter

Validation

npm run build:app
npm run test --workspace=factorize-app
root npm test blocked by local PostgreSQL authentication during npm run bootstrap:test
