Summary

• Add an all-runs-complete trigger configurable for one or more source jobs.
• Fire once after a post-configuration completion when every selected job has no queued or in-progress runs.
• Document the trigger in OpenAPI and add PostgreSQL regression coverage.

Validation

• PostgreSQL job lifecycle tests: 6 passed.
• Backend check: passed.
• Static slice integration: 2 passed.
• Browser checks: passed.
• Root npm test stopped at the generated-contract-diff check because this PR changes the OpenAPI document and generated client; the remaining backend and browser validation lanes passed separately.
