Verify and synchronize ESKA core 0.2.0 W3ID activation

Summary

Completes ESKA #87 after upstream perma-id/w3id.org#6543 merged and the new immutable routes were externally verified from GitHub-hosted CI.

Changes

• synchronizes publication/w3id/eska/.htaccess with the merged upstream configuration;
• adds a narrow GitHub-hosted live verification workflow for the immutable core 0.2.0 HTML/Turtle routes and distribution route;
• records upstream merge and live verification evidence;
• advances model/publication-contract.json from route-pending to core-0.2.0-w3id-active;
• advances publication/backend-targets.json to active core 0.2.0 routing;
• updates publication verifiers so the active route, immutable backend, upstream PR/merge evidence and live verification run remain machine-enforced.

• HTTP 303 redirect presence;
• final immutable targets under eska-v0.2.0;
• expected core 0.2.0 representation markers.

Boundary

• no ESKA semantic change;
• no release/tag mutation;
• no modification of eska-v0.1.0 or eska-v0.2.0;
• immutable routes never target mutable main.

Closes #87 and completes the publication gate for #84 after review and merge.

Live W3ID verification and the updated publication-state contracts are both green on head 713f59f457c84afcdc61f623908af972c121d408. The new immutable core 0.2.0 routes resolve to eska-v0.2.0, and the SMO/publication contract workflow accepts the active state. Ready for repository review.
