Make ESKA W3ID verification ownership-redirect aware

Implements the reviewed Batch 7 remediation from Private PR #81, merged as da7b93c.

Post-transfer run #7 proved the immutable Turtle route and then rejected GitHub's ownership redirect for the HTML target.

This verifier-only change:

• continues to require the first W3ID 303 Location to be the existing canonical GerhardBalz target;
• accepts only the exact equivalent GerhardBalz-Labs repository/tag/path as the final GitHub staging redirect;
• preserves the 303 and semantic body-marker assertions;
• covers the immutable Turtle, HTML, and distribution routes;
• makes an accidental intermediate perma-id change to GerhardBalz-Labs fail explicitly.

No W3ID definition, perma-id contribution, publication source, ontology, release, tag, namespace, visibility, App access, or repository ownership is changed.
