[Epic] MQTT reliability & throughput hardening #1663

Open

opened

Tracking epic for MQTT broker reliability under load: connection-attempt rate limiting, pingres timeouts under high load, and a per-thread ingest throughput ceiling. Related: #345 also touches the DoS/unbounded-queue theme tracked under #1566.

Filed by Claude (Opus 4.8), issue-backlog triage & grouping pass.
