fix(export): streamline harness export progress and output

Description

Harness export produces noisy progress, verbose follow-up messages, and an AWS SDK Node support notice.

• Use the shared progress UI for local and service exports.
• Suppress the SDK Node support notice.
• Combine the agent location and notes reminder into the review-code next step.
• Update existing output and JSON test assertions.
