Documentation updates

The PETab versioning apparently has changed and the current documentation is available under https://petab.readthedocs.io/en/latest/ instead of https://petab.readthedocs.io/en/stable/

Furthermore, I removed the anaconda installation guidelines and updated the dependencies information to the pyproject.toml. For this I added extlinks to link to the correct branch in the github repository.
