`tools/changelog_fragments.sh cut 0.44.0 2026-10-05`: moves [Unreleased] and 136 fragments into the 0.44.0 section, bumps VERSION, deletes the fragments. Audit: every src/lib commit since v0.43.0 (164) maps to an entry or an internal fragment; the four pre-#1268 gaps landed in #1630.
