Cut with tools/changelog_fragments.sh cut 0.47.0 2026-10-25: the CHANGELOG gains the 0.47.0 section (its Breaking changes open with the upgrading note from #1965), the fragments are deleted, and VERSION becomes 0.47.0. The legibility record docs/release-reviews/v0.47.0.md landed in #1951, #1953 and #1965; the Release workflow requires it.
