release: build the PyYAML venv from a pinned CPython 3.12 (#1938) - #1967

The v0.47.0 Release dispatch failed in build (macos-arm64): "No matching distribution found for PyYAML==6.0.3". The hash-locked requirements file lists every CPython 3.10-3.14 macOS arm64 wheel (checked against PyPI). The missing ones are cp39 and cp314t, so macos-latest's new image resolves `python3` to an interpreter outside that set. linux-x86_64 and macos-x86_64 built. Pin the interpreter with actions/setup-python (SHA-pinned v7.1.0, python-version 3.12) before the venv step, on every matrix leg, so the audited wheels match whatever the runner image ships. tools/workflow_yaml_check.sh and tools/ci_tier_check.sh pass. The release record notes this third release PR. The orphaned v0.47.0 tag (no GitHub release was created) is deleted and re-created at this commit by re-dispatching.
