Step 6, the last, of RFC-012: the filed tree. These are folders that exist only in WaveFlow, implementing decisions 2 and 3 and the folder half of decision 7. Nothing on disk is created, moved, renamed or deleted.

Schema

migrations-v2/20261021010000_library_folder.sql (new; no applied migration is edited):

library_folder: id, library_id, parent_id (NULL at the root), name and name_key. name_key is the name folded by the server, because SQLite's NOCASE folds ASCII only and "Été" and "ÉTÉ" must collide. Sibling names are unique on (library_id, ifnull(parent_id, ''), name_key). Deleting a folder cascades to its sub-folders.
track_placement: one row per filed track, keyed by the track id, so a track sits in at most one folder. It cascades from the track (a scan deleting it) and from the folder.
Composite keys (…, library_id) make it impossible to write a parent, folder or track from another library, not merely checked against.

Server

Route
`GET /libraries/{id}/folders`	The whole tree, flat (`id`, `parent_id`, `name`, `track_count`), plus `unfiled_track_count`. Bounded by the cap, so not paged.
`POST /libraries/{id}/folders`	`201`; `409` for a sibling of the same name; `422` for a bad name, past depth 16, or past 5,000 folders.
`PATCH /folders/{id}`	Rename and/or move (`parent_id: null` moves to the root). The new parent's depth plus the moved sub-tree's height must stay ≤ 16, and a move under itself is refused: both `422`.
`DELETE /folders/{id}`	`{ unfiled }`: the tracks that were in it or under it.
`GET /libraries/{id}/folders/{folder}/tracks`	A folder's tracks, or `unfiled`'s, paged, sorted by artist, album, disc and track.
`PUT /libraries/{id}/placements`	Up to 500 tracks into a folder, or out of all of them with `null`. All or nothing. The route carries its own body limit, derived from the 500 cap: 500 ids do not fit the router's 16 KiB.

One transaction for every check and write, under the writer gate. That covers the folder cap, sibling names, depth, cycles, and that every track and the folder belong to the library. Two creates racing at 4,999 cannot both pass.
Access: owners and managers write; any member reads. Everyone else gets 404, including a listener trying to write (Forbidden maps to 404, which blurs everything).
Unavailable tracks are not counted and cannot be filed: the read hides them, so the write refuses them too.
Subsonic, the sync contract, the event stream and the scanner are untouched.

Two surface details differ from the RFC's table, and the RFC is amended in this PR:

the tree comes as { folders, unfiled_track_count };
a folder's tracks live under /libraries/{id}/folders/{folder}/tracks, because unfiled names no folder and needs its library.

The RFC's Implemented by line now lists all six steps.

Web client

Folders page gets an On disk / Filed switch. The view and the place are both in the address.
Filed view:
- folder cards, with an Unfiled card at the root;
- the tracks of a folder, or the unfiled ones;
- for owners and managers: New folder, Rename, Move… (a folder picker), Delete (confirmed, and it reports how many tracks became unfiled), and Upload here.
Track menu: Move to folder… for owners and managers opens the same picker, a native <dialog> with the tree indented. "Unfiled" is the root entry. This is the keyboard counterpart of the drag.
Drag and drop (owners and managers):
- a song row onto a folder card files the track;
- a folder card onto another moves the folder, never under itself;
- beside the unfiled tracks, the root's folders are listed as File into targets.
Upload into a folder: /upload?folder=… says where received files go, commits as before, then files the track the commit returned. If that filing fails, the line says "added, but not filed". A file the library already holds is not moved out of wherever it was filed.

Tests

filed_folders_sort_a_library_in_the_database_only (native_api) covers:
- names: trimming, sibling conflicts with Unicode folding, / allowed, the same name under another parent;
- access: a listener reads but cannot write, a stranger cannot read;
- placements: filing, moving and unfiling; folder and unfiled listings;
- all or nothing with a track from another library, and a folder from another library;
- 500 ids within the body limit, 501 refused;
- cycles, the depth cap on create, the depth cap on a two-high sub-tree, rename in place, a move to the root and its name clash;
- delete unfiling recursively;
- the 5,000 cap, filled in SQL and then reached, with another library keeping its own count.
Each of the seven safeguards fails the test when removed: name folding, the cycle check, sub-tree height, the folder cap, all-or-nothing, the recursive count on delete, and the route's body limit.
library_folders.rs unit test: folder names.
folders.test.ts: the client's trail, outline and containment, including a cyclic answer that must not loop.
Playwright:
- "files tracks into folders from the menu and by dragging" (the drag on desktop; the menu on both);
- "shows a listener the filed tree with nothing to change";
- "files a received track into the folder the upload started from".
The drag test and the upload test each fail with their code removed, checked on a build that compiles. The context-menu test now pins Move to folder….

Validation

cargo fmt --all --check, cargo clippy --all-targets --all-features -- -D warnings
cargo test --all-features: all 18 targets, migrations included
webapp lint (the same 7 warnings in refresh.css), tsc, 189 unit tests, build
Playwright: 176 passed, plus the updated context-menu test (4/4)
No smoke test against the dev server's database. Booting it would apply this migration there, and if the migration changes in review, that database would then refuse to start on its checksum. The integration test drives every route through the real router and SQLite.

The upload picker took files before the folder was known, which then arrived unfiled with nothing said; it now waits, and a folder that cannot be found is said before anything is sent.
