Added Phase 0 details for new parameters and constitutional changes prior to the hard fork.

Not sure I agree this is required for all hard forks. Constitution only requires it to change parameters, so there's no reason you can't introduce new parameters and alter constitution afterwards. Depending on whats added, sometimes it might make sense to delay constitution updates to after the HF so you can use newer version of plutus script for the guardrails. |
