Summary

Route ENOSPC infra failures through the host disk dispatch hold.
Reuse the disk gate's state-change notification behavior and skip the runner backoff retry.
Cover host-resource and ordinary infra failures with focused tests.

Verification

Focused tests: 51 passed.
Typecheck and lint passed.
